IntroductionAir pollution is a serious issue that the world faces nowadays especially for China where level of pollution is very high, subsequently it affects people’s quality of life. Therefore, we want to reduce the affection with fuel cars and shift people’s preferences toward environmental-friendly vehicles.  We believe that electric-cars are the answer for this problem. Electric vehicles are vehicles that performs the same function as a normal one, but instead of combustion engine uses an electric motor, and the power of the engine sorted in big batteries, this engine only has one moving part, which send the power directly to the wheels. Therefore, it does not produce any emissions.These cars do not only benefit the environment, they also have something to offer for people, for example: Huge rebates on road taxes imposed on electric cars.They often have a smoother drive than gasoline & petrol cars.Cheaper to run (no expenses on petrol).Since it has significantly less moving parts, it does not require much maintenance.IT in ChinaA new revolution in the field of industrial technologies has transformed the information industry into a new supporting tool for the nation, as well as the widely used information technology in eachaspect of economics and social life. The dissemination of information technology is a gradual process which changes the process from passive to active.After the 2000, China established a strategic program to develop National Information Technology Industry, it was highly focused on putting the economic and social informatization on the priority positions, with the assistance of the government, information technologies were introduced in all aspects of the national economy and public life.China focused in 4 major areas to improve IT quality in:Information Technology in Government:Government online was a very important project for the local government, and they started introducing E-governing project in 1999. This was in order to move from the traditional MIS system to virtual E-governing. The “Government-Online” project significantly increased efficiency and transparency of government work and provided strong technological and advisory support to improve information management and government services. This project succeed as in only 3 years, 50% of government institutions have established their websites, and by the end of 2001, there were more than 5800 domain names ending with gov.cn. Banking SystemIn this sector, China generated a strategic plan called “Golden Card project”, and this enabled them to gain great achievements, as in 2002, volume of bank cards has reached 497 million. At the same time, commercial banks got an advantage of using the network resources, self help bank, client bank center, basically the online financial business.TransportationThis included transportation systems of railway, highway, aviation, and shipping. This was also a very important area to introduce the IT system.The most complex and huge ticketing system in the world has entered full-scale application, electronic information technologies have become a key tool to improve the efficiency of rail management. The main ports and ocean transportation companies widely used the EDI system, implemented the basic business paperless processing.EducationBasically the GERNET the education network platform was formed of 160 cities above 100 universities and 895 units. This system became a second largest public internet in China. About 70% universities built campus networks and by 1999, 30 million students received information technology education.Problem Definition Many Chinese cities suffer from deteriorating environmental quality, especially because of air pollution, which contributes to fog. The level of air pollutants now are significantly higher that the limits. Figure 1Source: https://www.statista.com/statistics/233743/vehicle-sales-in-china/As you can see in Figure 1, one of the main problems for this, is a huge increase in car sales and  excessive use of fuel cars and it is still rising every year, exacerbating the problem that already serious.So through this IT plan, we are looking forward to help soften the environmental problems associated with automobile usage, this plan includes increasing the quality and quantity of Electric-cars production.It’s not a surprise that government are the main stakeholders in this problem, so the Chinese government should consider expanding “the effective targeting of financial support and subsidies, as well as improving the financial system for E-cars producers.”Primary StepThe first step of IT strategic planning was to meet with representatives from different department, some of the most important ones are:Administration.Community Services.Information Technology.Planning and Development Department.Country Board. In this step, we will request some documentations from this departments in order to understand the current situation of the environment in China.Then we would present the analysis of weaknesses, opportunities and threats to all departments.after the studying all the documentation and analysis we would again meet with every department head representative to start generating the plan.PESTEL AnalysisPolitical Factors: Many argue that political power is the most unsettled force. In the past few years, the government has focused on the development of e-commerce.                             There have been decent amount of initiatives taken by nation states and government to                    encourage the manufacturing and sales of electric vehicles like China moving toward the solution of  banning cars that run on fossil fuels. The objective of this decision is to make people consume more environmentally friendly cars, especially electric.Economy Factors: Purchases of electric vehicles globally increased by 59% in 2015. Because electricity is cheaper compared to fuel sources and there is no national price for carbon, China is preparing to become a competitive player in the EV market and this seems to be mainly due to economic reasons.Social Factors: Improving the the use of renewable energy, these growing environmental problems stimulate the development of new energy vehicles as a way to mitigate environmental problems associated with the use of cars, as associate professor of management and economy Yu Hao stated “China has a responsibility to make efforts to reduce the pollution for fossil consumption,”    Technological Factors: Growing use of built-in technologies in automobiles, the more innovative the company the higher its market share. So China also does not remain behind, and invest more and more in cars with low emissions and the environmental friendly.Environmental Factors: Increasing concern toward emission and greenhouse gases, green cars are now almost a must goal to follow, not only for China but for all world. The most important issue is overconsumption of oil, rising air pollution, which mainly caused by traffics in big cities such as, Pekin in China, and the rapid rising number of cars on the road. These factors should be considered as a big impact on the environment.Legal Factors: Law is one more significant factor that affects automotive industry, main laws and regulations are related to  safety and quality of the product. However, at least E-Car producers are affected much less than fuel cars, the reason would be the growing number of pollution laws and strict emission control. For Electric-Vehicle industry it is an opportunity to compete with fuel-car producers.Mission and Vision Of The ProjectVisionAlthough China is one of the best manufacturers of E-car, the use of these cars is relatively low. We have organised our strategy around three strategic goals.Strategic Goal 1: Increasing Number Of Lithium-ion Battery Factories For The Cars Strategic Goal 2: Producing Automobile Parts and Cost Management Strategic Goal 3: Supervision of Batteries and The Cars Strategic Goal 4: Spreading Usage of Electric Cars in Country Base Within each strategic goal, there are several strategic objectives, which will form the core areas through which we will deliver and support our programmes. Each strategic objective has a number of specific expected results, which will enable the achievement of these programmes and approaches.Theory Of ChangeEnormous economic boom, a surge in the number of motorized vehicles, population growth, output from manufacturing, and natural reasons which include the city’s surrounding topography  and seasonal weather cause widespread air pollution in China and China became the world’s deadliest country for outdoor air pollution, according to analysis by the World Health Organisation (WHO).Country is implementing significant policies to address climate change, most recently aiming to restrict coal consumption, which may well have already peaked, which the most recent data seem to suggest in the government’s four year climate action program.On the other hand, country is developing electric vehicles. Looking ahead to 2040, China is forecast to capture more than 40 percent of the world EV market, according to a recent report from the International Energy Agency (IEA).Possibly even more important than EVs in the climate change battle is the efficient storage of energy produced by renewable, yet cyclical, power sources like wind & solar so that they may be used without interruption. Since the generation of electricity from wind & solar is, on average, “switched on” just 20% to 30% of the time, only batteries can make green alternatives viable.Battery storage of solar & wind power may prove to be the single most important deterrent of climate change for decades to come.Under the first strategic goal, we plan to increase the numbers of battery factories, lower the cost and price of batteries, controlling lithium reserves and creating reuse and recycle projects.Under the second strategic goal, we plan to lower the cost of car part production, recycling old automobile parts and make them affordable for people.The third strategic goal will show the rapport of cars and batteries.  The fourth strategic goal aims the spreading usage of electric cars in country base by lowering cost and price and giving opportunity to charge it quickly. 1. Lithium-ion Battery Factories For The CarsLithium-based batteries are now the industry standard. The most important use of lithium is in rechargeable lithium-ion batteries for electric vehicles, grid-scale energy storage, phones, laptops, cameras, gaming consoles and hundreds of other electronic devices. The electric vehicle market will propel the growth of the lithium market as the number of hybrid and electric vehicles powered by rechargeable lithium batteries picks up. As Figure shows that China has the second country with the largest lithium reserves worldwide as of 2016. But there are some problems about charging the batteries, recycling or reusing them and the costs or price of the batteries for a car which needs bigger, more efficient and effective battery.1.1  Controlling Lithium Reserves”Whoever controls the lithium supply chain will control the future of the electric vehicle space.” said Simon Moores, managing director at research and data provider Benchmark Mineral Intelligence. “There’s a global battery arms race.”China is one of the main markets for lithium batteries especially those in hybrids and electric vehicles. Country has limited lithium resources of its own, so it’s looking abroad. It has been quietly instructing state-owned enterprises to hunt down lithium resources outside China, according to Francois Perrin, a portfolio manager at investment firm Ethics ast Capital. He predicts that over the next few years, China will wield increasing influence over the supply of lithium and other metals used in electric batteries.With the biggest market for electric vehicles and the biggest battery supply, China is making itself an inescapable destination for global automakers. They have been lining up recently to announce plans to make their electric cars in the country.Cobalt is another metal used to make electric vehicle batteries, is even scarcer. Almost two-thirds of supply is mined in the Democratic Republic of Congo. Last year, China bought a majority stake in Congo’s biggest cobalt mine for more than $2.5 billion, helping secure long-term supply of the metal. Since that deal, the price of cobalt has more than doubled.To be brief, China is not only the second country with largest lithium reserves but also a country that tries to control worldwide lithium resources by hunting down lithium resources outside China. It also bought the majority stake in the biggest cobalt mine which is alternative metal used in batteries and controls the prices of mines used in batteries worldwide. 1.2. Building Factories For BatteryIn the factories we built, we will produce lithium-ion batteries and recycle old batteries that we collected from old electric vehicles. There will be also Testing Department that we test how quick batteries are chargeable and how many hours can vehicles be driven, when the battery is full.1.3.  Recycling and Reusing BatteriesRecycling is an important process for the product produced by natural sources. Reusing Lithium-ion batteries in second-life applications is not as simple as removing a battery from a vehicle then installing it directly into a stationary system. Battery must be manually removed from a vehicle and the pack disassembled into individual cells and then cells must be tested to determine the battery’s state of health, sending batteries without sufficient remaining capacity to be recycled. Even within the batteries suitable for reuse, cells must be sorted by similar remaining capacity, or else the second-life system performance would suffer.1.4.  Lowering The CostRecycling and reusing the batteries are labor and energy intensive processes, but efforts in both academia and industry are underway to reduce costs. Introducing automation in the process will reduce time and labor costs, as will convincing battery manufacturers to use clearer labels and design for disassembly.Expected Results- Global control of commodities used in batteries- Extension of the battery life- Decreasing charging time- Recycling and reuse of batteries and resource saving- Reduction of costs of production- Reduction of labor cost- Reduction of time- Decrease the damage to the environment 2.     Production Of Automobile PartsFrom the outside, the electric vehicle looks like a gasoline powered vehicle with the exception that the electric vehicle does not have a tail pipe. According to CALSTART, the advanced transportation consortium in California, 70% of an electric vehicle’s component parts may be different from a gasoline-powered vehicle. The electric motor has one moving part, the shaft, which is very reliable and requires little or no maintenance. 2.1.  Recycling Old Automobile PartsWe are planning to recycle the old automobile parts from different cars. Since the commodities used inside of electronic car differ from gasoline powered vehicles, we will not use the most of the parts that we got from the inside the cars such as motor, water pump, gasoline tank, gasoline engine, carburetor. So we are planning to recycle the common parts with gasoline powered vehicles and electric vehicles. We can use inside parts of gasoline powered vehicles in other projects or we can sell them to factories for recycling.2.2.  Lowering The Cost Of ProductionSince the automobile parts are different and electric cars has less parts than gasoline powered cars and we recycle automobile parts from old vehicles for our project, we reduce the cost of production for automobile parts.Expected Results- Saving money by recycling- Protecting environment and damaging it less by recycling- Lowering the cost of production- Lowering the time consumption3. Supervision of Batteries and The VehiclesIn this section, we are planning to test the rapport between batteries and vehicles.
